The World’s major powers are scheduled to meet in Vienna to finalise an incentive package to Iran to stop its nuclear enrichment program. And at the same time, these powers will also discuss the penalties to be imposed on Iran in case if it defies the call to halt its nuclear program.
A similar talk of these major powers that included the United States, Britain, France, China, Russia and Germany have already failed in London last week over the extent of incentives and nature and timing of sanction.
Moreover, the incentives prepared by Britain, France and Germany also include a light water nuclear reactor and assurance to supply foreign fuel for civilian power plants. They are of the view that this can stop Tehran to go ahead with its nuclear program. But Washington does not seem like to agree to this preposition since it is very suspicious to transfer reactor technology to Iran. U.S. suspects Tehran would use this facility to develop nuclear weapon.
On the other hand, Russia and China are somewhat working as a protective shield for Iran, however the effectiveness of this shield is yet to be tested. These two countries, which hold two of five veto powers in the Security Council, shy away from branding Iran a ‘threat to international peace and security’ in the proposed Council Resolution.
They clearly expressed that this could guide U.S. to lead a military attack against the state where it has not been proved yet that Iran is intent on making nuclear weapon. China, putting a brave face, has advocated in strong words that the dispute should be resolved through diplomatic efforts.
Interestingly, El-Baradei, Chief IAEA, has said that Iran is posing no impending security threat. Further, he thought that sanctions or war would only result in to drive Iranian nuclear activity underground. IAEA has argued that the western powers should go for a face-saving agreement with Iran and they should allow it to have limited enrichment under the strict norms of IAEA.
